Position Summary:
This is a management position that performs a variety of complex business development assignments on proposal teams. Position Summary:
Creative seeks a Practice Area Director (PAD) for the Communities in Transition (CIT) Division to lead the Conflict Prevention and Stabilization Practice Area. The PAD is responsible for setting strategy for the Practice area and executing on it to meet the challenges of stabilization and conflict settings. The PAD manages project management teams and leads and directs project implementation. The PAD is responsible for the management of complex projects of all sizes in funding, management of large project teams, and ensuring project implementation success. The PAD is responsible for a comprehensive range of activities that include actively anticipating, diagnosing, and resolving project implementation matters of a technical, programmatic, business development, client relations, local relationships, subcontractor relationships, contracts, and compliance nature throughout the project life cycle in addition to working with division support regarding project finance, human resources, administrative, and operational matters. The PAD is proactive in cultivating and maintaining industry relationships and utilizing networks to expand learning and business development to strengthen Creative Associates as leader in the stabilization, conflict prevention, and transitions technical areas. The PAD also directs the knowledge management from the projects and overall practice area for learning and business development. Project Directors, Senior Project Directors, Senior Project Managers and Senior Technical Advisors under Practice Area manage their portfolios and assigned business development and technical tasks purposely, cohesively, and efficiently. Project aims are clear on the strategic (outcome level—technical), tactical (output level—managerial and financial) and operational (milestone-level transactions) fronts. The client—in particular USAID’s Office of Transition Initiatives (OTI)-- is being effectively served and is satisfied with Creative’s service and offerings. Senior Management is kept abreast of significant threats, implementation deficiencies and opportunities.
Project Management
Projects in the Practice Area are aligned with Practice Area strategy and perform well– meeting or exceeding contractual obligations, and performance and financial targets. Projects are well-planned so that inputs—such as human resource deployments, STTA, procurements—can be timely and effectively supported by HQ. Project staffing, project obligations, and reporting meet anticipated levels and high-quality standards. Challenges and potential implementation issues are preemptively identified and proactively addressed.
Financial Management
Projects in the Practice Area forecast appropriately and meet or exceed performance targets. Projects meet revenue projections and gross margin targets, and proactively manage vacancies, non-billables, and unallowables. To mitigate risk, projects requiring important course corrections or corporate support are expeditiously handled and receive the attention of senior management.
Staff Management
Project Directors, Senior Project Directors, Senior Project Managers, and Senior Technical Advisors in the Practice Area are tangibly supported technically, managerially and professionally; their professional objectives and personal needs are well understood, as are those of COPs in the field. Staff are encouraged to contribute to the goals and strategic vision of the Practice Area, division, and the company as a whole, undertaking technical, learning, and outreach efforts, as well as supporting continual operational improvement. PROGRAM DESCRIPTION
Funded by the U.S. Agency for International Development and in close partnership with federal partners and select Nigeria States (designated as legacy [Bauchi and Sokoto], launching (Adamawa) and technical assistance), the five-year Leveraging Education Assistance Resources in Nigeria (LEARN) project will support sustainable improvements in reading outcomes for first and second grade pupils. The goal of LEARN is to strengthen and scale early grade reading (EGR) best practice by ensuring that standards-based, context-appropriate assessment, materials, training, and administrative supports needed to improve literacy skills for P1-2 pupils are embedded within the federal policy, funding, and monitoring frameworks, and state and local authorities have the implementation protocols, capacity, and resources to carry out and sustain standards-based, data-driven EGR reform. The project objective is to instill ownership in and build capacity of school-community, local, state, and federal systems to establish a base for adequate, consistent data-driven funding, monitoring and performance that increase the equity, inclusion, and wellbeing necessary to achieve sustained EGR gains. LEARN will therefore be building on lessons learned from prior Nigeria reading programs to introduce a flexible, cost- efficient EGR intervention model that can be tailored to state contexts.

Position Summary:
The Project Manager is expected to provide oversight and general management for 1-2 projects (number may vary depending on size and complexity of projects) in an assigned practice area within a Technical Division, with an expected LOE of 60% in project management. The Project Manager is expected to spend approximately 25-30% LOE for business development (BD) initiatives. BD roles may include serving as a contributing writer for technical sections; serving as a Capture Manager including travel to the field; providing pricing support; managing partner relationships; or other increasingly complex roles. The Manager will travel to the field as necessary to support field operations and initiatives.

Activity/Project Summary:
Creative Associates seeks a Human Resources/Administration Officer for the USAID-funded Vietnam Local Capacity Development program (LCD) which will support the capacity of and engagelocal prioritycal governments and organizations and improve linkages with the national government on local priority issues, leading to more transparent and effective policymaking and policy implementation processes, and better delivery of services to Vietnamese citizens, particularly marginalized or underrepresented groups.
Position Summary: The HR/Admin Officer leads HR practices and objectives that will provide a high-performance team culture that emphasizes employee engagement, performance management, and the recruitment and ongoing professional development of project staff. The HR/Admin Officer is responsible for the maintenance of processes and metrics that support the achievement of the project’s goals which includes ensuring compliance with Creative and donor/client human resources policies, procedures, and regulations.

The Human Resources Manager reports directly to Senior Operations Manager. The HR/Admin Officer will liaise regularly with HQ - HR or designated lead on related projects and corporate HR matters.

Position Summary:
The Senior Project Manager provides high level oversight, general management and has accountability for 1-3 projects (number may vary depending on size and complexity of projects) in an assigned practice area within a Technical Division, with an anticipated LOE of 55-60% on project management. The Senior Project Manager is expected to spend up to 30% LOE for BD. BD roles may include serving as a contributing writer for technical sections and TLW for at least one bid; serving as a Capture Manager including travel to the field; providing pricing support; managing partner relationships; serving on interview panels for key personnel; or other increasingly complex roles. The Senior Project Manager will travel to the field to support project operations and initiatives at least once per year per project. Travel may also include support for capture and BD. The Senior Project Manager may serve in Acting capacity for technical or management roles.
The Education in Development is hiring an experienced Project Manager to support two USAID-funded education projects in the Middle East. The Technical Assistance Project is a 5-year contract being implemented in Jordan. The Basic Education Activity project is a 4-year cooperative agreement being implemented in the West Bank, Gaza, and East Jerusalem.

PROGRAM DESCRIPTION
Funded by the U.S. Agency for International Development and in close partnership with federal partners and select Nigeria States (designated as legacy [Bauchi and Sokoto], launching (Adamawa) and technical assistance), the five-year Leveraging Education Assistance Resources in Nigeria (LEARN) project will support sustainable improvements in reading outcomes for first and second grade pupils. The goal of LEARN is to strengthen and scale early grade reading (EGR) best practice by ensuring that standards-based, context-appropriate assessment, materials, training, and administrative supports needed to improve literacy skills for P1-2 pupils are embedded within the federal policy, funding, and monitoring frameworks, and state and local authorities have the implementation protocols, capacity, and resources to carry out and sustain standards-based, data-driven EGR reform. The project objective is to instill ownership in and build capacity of school-community, local, state, and federal systems to establish a base for adequate, consistent data-driven funding, monitoring and performance that increase the equity, inclusion, and wellbeing necessary to achieve sustained EGR gains. LEARN will therefore be building on lessons learned from prior Nigeria reading programs to introduce a flexible, cost- efficient EGR intervention model that can be tailored to state contexts
POSITION SUMMARY
The Senior Pupil & Teacher Performance Advisor will be responsible for coordinating and implementing project activities in LEARN-supported schools and communities with the goal of improving P1 and P2 literacy outcomes. The SPTPA will provide technical leadership to the project team, USAID, and other stakeholders on high-quality and developmentally appropriate learning interventions. Supervise and provide quality assurance to the production of activity-supported materials, trainings, coaching, and pupil assessments. Supervise and provide quality assurance to the production of TA materials and support. Provide leadership in organizing curation and authoring of materials that are leveled and differentiated to meet learning needs. Liaise with government representatives and technicians on technical matters. Responsible for management, leadership, and mentorship of technical staff. Work with Senior TA Coordination and Learning Advisor to develop plans to monitor and support TA Teacher and Learning Performance gaps as needed. Provide capacity building, coordination, and monitoring support to Data Systems TA staff and consultants in Abuja and in Legacy, Launching, and On-Demand states. The position reports to the Deputy Chief of Party.
