Position Summary:

Creative Associates seeks a International Recruiter for full life-cycle recruitment for proposals, field projects, and headquarter positions. The recruiter will join a fun, fast-paced and collegial team to recruit for international development projects in Education, Economic Growth and Communities in Transition. Perfect for an energetic candidate with passion for Creative’s Mission to support people around the world with positive change.

Reporting & Supervision:

The International Proposal Recruiter reports directly to the Associate Director of Proposal Recruitment.

Responsibilities

Primary Responsibilities:

  • Maintain a flexible, sustainable, and high-volume stream of proposals, with top candidates for key positions;
  • Work closely with technical teams to develop identify candidate qualifications the meet and exceed proposal requirements;
  • Support full-cycle recruitment, including finding/sourcing, evaluating resumes, interviewing candidates (in-person and virtually) providing first line screening for potential candidates;
  • Ensure consistency in the recruitment process, organizing recruitment panels and maintaining support documentation;
  • Negotiate compensation and allowances, and prepare contingent and live offers;
  • Maintain networks in critical sectors to facilitate effective passive recruitment;
  • Use traditional and non-traditional resources to identify and attract top candidates;
  • Support and foster collaboration among proposal teams to advance Creative’s mission, vision, and values.
  • Serve as a recruiter in international development or within another industry and has experience sourcing, interviewing, and collecting documents from candidates for hire. Ability to manage a pipeline of candidates for various positions.
  • Experience sourcing candidates and contributing to recruitment strategies;
  • Ability to fill difficult positions with stringent requirements;
  • Knowledge of international environment and ability to source and hire local candidates;
  • Ability to work in a fast-paced environment and meet urgent deadlines;
  • Strong verbal and written communication skills;
  • Experience with applicant tracking systems and hiring databases;

Qualifications

Required Skills & Qualifications:

  • Bachelor’s degree + 3 years of recruitment experience preferably with a USAID implementing partner;
  • Strong verbal and written communication skills for a collaborative team environment
  • Experience sourcing candidates and contributing to recruitment strategies;
  • Ability to fill difficult positions with stringent requirements;
  • Knowledge of international employment environments and ability to source and hire local candidates;
  • Fluency in French;
  • Ability to manage a pipeline of candidates for various positions.
  • Demonstrated success with client engagement, relationship building and providing quality service with a great team;
  • Success with Applicant Tracking Systems and other hiring databases;
  • Ability to work in a fast-paced environment and to meet urgent deadlines;
  • Willingness and ability to travel overseas occasionally for recruitment activities.

 

Preferred Skills & Qualifications:

  • Fluency in an additional language such a Spanish or Arabic, preferred;
  • Knowledge of iCIMS preferred; and
  • Recruiting experience for USG, private and foreign donor proposals, such as USAID, MCC, DoS, etc.

The Salary Range for this position is expected to be: $60,000 to $75,000
