Position Location: Dominican Republic

Project Summary: The anticipated USAID-funded Dominican Republic Anti-Corruption Activity will focus on strengthening accountability and anti-corruption institutions; promoting citizen engagement and oversight on issues of corruption, particularly in service delivery; and engagement of the private sector in transparency and anti-corruption initiatives.  

 

Position Summary: Creative Associates seeks an Anti-Corruption Technical Advisor to lead the anticipated USAID-funded Dominican Republic Anti-Corruption Activity. The Anti-Corruption Technical Advisor will serve as an anti-corruption Subject Matter Expert and will be responsible for interfacing with partners and other agencies to drive completion of project goals. S/he will provide strategic guidance on anti-corruption planning and will oversee the expatriate and local staff assigned to his/her component. 

Responsibilities

 Primary Responsibilities: 

  • Act as the primary liaison with government counterparts and community stakeholders for anti-corruption communications and technical implementation activities. 
  • Provide technical direction, leadership, and oversight across all anti-corruption related activities. 
  • Offer technical support and guidance to the team as needed. 
  • Develop and execute work plans to ensure timely and effective implementation of activities. 
  • Oversee monitoring and evaluation activities, ensuring that all targets and results are achieved. 
  • Supervise the development and submission of deliverables, providing timely and accurate reporting and briefings to program management on assigned areas. 
  • Perform other duties as assigned. 

Qualifications

Required Skills & Qualifications: 

  • Minimum of 5–7 years of experience in international development, with a strong focus on anti-corruption and transparency, particularly in the Dominican Republic. 
  • Extensive experience (5–7 years) in anti-corruption programming, rule of law initiatives, and organizational development in collaboration with local organizations. 
  • Skilled in designing, developing, implementing, and monitoring and evaluating activities. 
  • Possess exceptional communication and interpersonal skills paired with a strong analytical capacity. 
  • Demonstrated expertise in USAID policies and strategies, including the DRG Policy, Localization Strategy, Gender Equality and Female Empowerment Policy, Private Sector Engagement Policy, and the Collaborating, Learning, and Adapting (CLA) Framework. 
  • Dedicated to promoting equity and inclusion for women, youth, and other underrepresented and marginalized groups. 
  • Proven ability to build productive relationships with government officials, civil society organizations, educational institutions, private sector actors, implementing partners, international donors, and other stakeholders. 
  • Strong leadership skills with experience working effectively within multidisciplinary and multicultural teams. 

      Desired Skills & Qualifications 

  • Hold an advanced degree in political science, public administration, or a related field. 
  • Proven experience in citizen engagement and oversight of political processes, with a focus on anti-corruption. 
  • Extensive experience collaborating with partnership organizations, particularly civil society organizations and government agencies. 
  • Skilled in producing publishable materials on anti-corruption initiatives. 
  • Proficient in developing survey tools and conducting focus groups. 
  • Fluency in English is required, with professional fluency in written and spoken Spanish.
